NEW DELHI — Highlighting its commitment to inclusive growth and social mobility, the Ministry of Social Justice and Empowerment released a comprehensive review of the Top Class Education Scheme for SC Students.

The flagship initiative focuses on eliminating financial barriers for highly meritorious Scheduled Caste (SC) students, granting them full access to premier commercial, technical, and legal institutions of national importance across India.

Expanded Financial Layout & Eligibility Criteria

Designed to bridge the opportunity gap for marginalized talent, the central sector scheme operates under strict economic and structural guardrails:

    • The Income Threshold: The scheme targets meritorious SC students whose total annual family income does not exceed ₹8 lakh, ensuring that financial distress does not derail academic excellence.

    • Comprehensive Coverage: Beneficiaries receive full educational funding, which completely covers elite institutional tuition fees, living expenses, text books, personal computers, and essential academic materials.

    • The Scale of Growth: Since its inception in the 2007-08 fiscal cycle, the scheme’s annual budget and intake have scaled up drastically:

Fiscal Year Total Supported Students Annual Budget Allocation
    2007-08 195 Students ₹2.17 Crore
    2025-26 4,742 Students ₹117.19 Crore

Strategic Placement Milestones Across Diverse Sectors

The program has established a proven track record of transitioning students from economically vulnerable backgrounds into high-tier corporate, strategic, and creative roles. Key institutional success stories from the Ministry’s report include:

    1. Frontier Technology & Global E-Commerce

    • High-Value Tech Placement: Mr. Amul Shaturia, the son of a school bus conductor, completed his B.Tech in Information Technology at IIIT Allahabad under the scheme, subsequently securing a corporate tech placement with an annual package of ₹56 lakh.

    • Big Tech Integration: Utilizing specialized coding tracks and internships at IIIT Allahabad, Ms. Sushmitha Pothuraju secured a placement at Amazon with an annual compensation package of ₹45 lakh.

    2. Strategic and Sovereign Sectors

    • Heavy Infrastructure: Coming from a rural background, Ms. Thamballa Sindhu utilized the scheme to complete her Civil Engineering degree at IIT Palakkad, translating her training into a Graduate Engineer Trainee position at Larsen & Toubro (L&T) Construction.

    • Defense Electronics: Mr. Nalan S, a first-generation college graduate from his community, completed his Electrical Engineering degree at IIT Palakkad and secured a core position at Bharat Electronics Limited (BEL), a Navratna Public Sector Undertaking under the Ministry of Defence.

    3. Corporate Law, Management, and Design

    • Banking and Governance: In the legal domain, Mr. Rishabh Bhaskar Lade completed his B.A. LL.B. (Hons.) at Maharashtra National Law University (MNLU), Mumbai, entering the banking sector as an Assistant Legal Manager at IDBI Bank.

    • Agribusiness Leadership: Ms. Boggiti Shiny Jasper leveraged full funding to complete her PGDM at the Indian Institute of Plantation Management, Bengaluru, transitioning directly into corporate management.

    • Creative Entrepreneurship: Beyond corporate lines, Ms. Vartika Sonkar utilized her time at the National Institute of Design (NID), Ahmedabad, to establish herself as a professional commercial jewelry designer working alongside premier industry brands.

By continuously expanding its institutional footprint across the IITs, NITs, IIMs, and National Law Universities, the Top Class Education Scheme remains a foundational vehicle in preparing highly skilled professionals to support India’s long-term infrastructure, defense, and innovation objectives.
