    NTPC Invites ₹55.93 Crore Bids for Supplying Pond Ash to NHAI Highway Project

    NEW DELHI — In a major push toward industrial waste recycling and sustainable infrastructure development, state-run power major NTPC Limited has floated a commercial tender worth ₹55.93 crore.

    The environmental logistics contract focuses on the bulk evacuation and transit of 4 lakh cubic metres of pond ash from the ash dykes of the NTPC Vindhyachal Super Thermal Power Station in Singrauli, Madhya Pradesh. The eco-friendly byproduct will be repurposed as structural filling material for the National Highways Authority of India’s (NHAI) Varanasi–Ranchi–Kolkata Highway Project.

    1. Procurement Timeline and Tender Specifics

    The bidding process is being conducted digitally via the Government e-Marketplace (GeM) portal under a competitive two-bid administrative setup:

    • Tender Identification: GEM/2026/B/7734220

    • Final Date for Submission: July 28, 2026, by 4:00 PM

    • Opening of Technical Bids: July 28, 2026, at 4:30 PM

    • Contract Outlay & Duration: The total estimated financial valuation stands at ₹55,93,13,320, with an execution window of one year and a mandatory bid validity of 120 days.

    2. Financial Guarantees and Disbursal Terms

    Prospective infrastructure and transport contractors must meet specific liquidity and security parameters to qualify for the Maharatna PSU’s project:

    • Earnest Money Deposit (EMD): Participating entities must lock in an EMD allocation of ₹1 crore.

    • Performance Security: The designated vendor will be required to submit an electronic Performance Bank Guarantee (ePBG) fixed at 5% of the total contract value.

    • Settlement Cycle: Approved payments are scheduled to be disbursed within 45 days following the clearance of online bills and the issuance of the formal Service Delivery Acceptance Certificate (SDAC).

    3. Supply Chain Logistics and Safety Norms

    The operational blueprint relies on a continuous transport pipeline to move the massive volume of thermal plant residue across state borders:

    • Logistical Framework: Movement of the 4 lakh cubic metres of pond ash will be executed under a lump-sum arrangement using the Road-Cum-Rail (RCR) mode to maintain stable supplies to the highway construction sites.

    • Statutory Compliance: The selected transport partner must strictly comply with NTPC’s operational guidelines regarding site integrity, local content parameters, anti-bribery policies, and occupational safety.

    4. Stringent Qualification Parameters

    NTPC has instituted a rigorous technical and fiscal filtering process for all applicants. Notably, the corporation has clarified that no relaxations regarding prior execution experience or minimum annual financial turnover will be granted to MSMEs or startups for this contract.

    Bidders are required to furnish validated technical capability documents, audited financial statements, PAN/GST records, and a formal site inspection certificate to clear the technical evaluation phase before July 28.
