NEW DELHI — In a major step toward transforming rural credit delivery, the Department of Land Resources (DoLR) under the Ministry of Rural Development held a high-level strategic meeting with the RBI Innovation Hub (RBIH).
The conference focused on establishing a direct convergence between India’s Digital Public Infrastructure (DPI) for land governance and the financial sector’s emerging digital lending platforms. The session was chaired by DoLR Secretary Shri Narendra Bhooshan and RBIH CEO Mr. Sahil Kini.
Seamless Credit Integration via Unified Lending Interface
The collaboration aims to build a frictionless, consent-based credit ecosystem specifically designed to benefit farmers and rural citizens by linking digitized land registries with banking networks:

Accelerated Agri-Lending: By integrating authenticated, interoperable digital land records directly into the Unified Lending Interface (ULI), financial institutions can radically fast-track the processing and delivery of Kisan Credit Cards (KCC) and secondary agricultural loans.

Preventing Multiple Financing: The partnership mapped out advanced risk-mitigation strategies, including digital mortgage information sharing and structural flag-marking mechanisms. These security layers are engineered to prevent multiple banks from financing loans against the same parcel of land.

Cost and Time Efficiency: Transitioning to automated API verification will sharply lower transaction costs for financial institutions while drastically cutting down the turnaround times for rural loan approvals.
Standardizing the Land-Asset Framework
To ensure global and domestic scalability, the joint working group emphasized the deployment of common data architectures:

Universal Land Identifiers: The department highlighted the expanded utilization of the Unique Land Parcel Identification Number (ULPIN), also known as the Bhu-Aadhaar network, to act as the foundational digital anchor for all land-based financial transactions.

Empowering Rural Capital: The core institutional objective is to transform physical land records into a trusted, readily verifiable digital asset, allowing citizens in remote areas to seamlessly pull formal credit without administrative delays.
Institutional Commitment: Moving forward, the DoLR and RBI Innovation Hub will collaborate with state land governance entities and financial stakeholders to deploy standardized APIs, ensuring a secure, citizen-centric infrastructure across rural India.
