NEW DELHI: The Directorate of Enforcement (ED), Government of India, has initiated a significant administrative reshuffle, transferring several key officers and assigning additional charges across multiple zones with immediate effect. The official order (Estt. No. 138/2026), issued on June 9, 2026, details changes affecting Deputy Directors, Assistant Directors, and administrative staff across various stations nationwide.
Strategic Realignments and Postings
According to the directive issued from the ED Headquarters under file number Est-19/1/2024-EST-HO, the following structural adjustments have been implemented:

Vikas Gupta (DD): Moved from Chandigarh Zonal Office-I to the Headquarters Office as an Officer on Special Duty (OSD) attached with ADE/JDE (Admn. & Accounts).

Raj Kumar Meena (DD): Assigned to a new internal charge, DD[CDZO-I(1)], within the Chandigarh Zonal Office-I.

Bhageerath Choudhary (DD): Transferred from the Panaji Zonal Office to take up charge DD[CDZO-I(3)] at Chandigarh Zonal Office-I.

Bijender Dalal (AD): Shifted from the Jalandhar Zonal Office to the Kochi Zonal Office.

Kulbhushan Kumar (AD) & Ginny Chandna (AD): Both stationed at the Headquarters Office, they will mutually swap their primary responsibilities between the AD(CBU) and AD(Adj.-3) charges.

Nava Keerthi Sagar P (AD): Transferred internally within Chennai Zonal Office-I to assume charge AD[CEZO-I(1)(4)].

Bhaskar Naidu Kondeti (AD): Relocated from the Panaji Zonal Office to Chennai Zonal Office-I.

Susheel Chharang (EO): Transferred out of Chandigarh Zonal Office-I to join the Imphal Sub Zonal Office.

Akshay (AEO) & Shailendra (UDC): Both have been pulled from Chennai Zonal Office-II to serve at Headquarters, with Akshay joining the Legal branch and Shailendra joining Administration & Accounts.
Allocation of Concurrent Responsibilities
To optimize operations, several officers are required to hold dual portfolios by taking on additional workloads along with their primary substantive charges:

Avinash Kumar Jha (DD): Maintaining his regular posting at the Panaji Zonal Office, he will assume a secondary DD charge within the same station.

Kulbhushan Kumar (AD): In addition to his primary duties at Headquarters, he takes on the concurrent portfolio of AD(Adj.-1).

Rajwardhan P. Indulkar (AD): Tasked with handling an additional AD charge internally at the Panaji Zonal Office.

Amit Kumar (AD) & Pardeep (AD): Both operating from the Jalandhar Zonal Office, they have been assigned secondary AD charges within their home zone.
Secure Handover Protocols and Sensitive Probes
To maintain operational continuity on security systems, all outgoing officers have been strictly instructed to hand over their Look Out Circular (LOC) portal VPN tokens to their incoming counterparts so that digital credentials can be safely reassigned.
Importantly, the agency highlighted that despite these geographic realignments, sensitive legal and investigative proceedings must remain unaffected. The mandate explicitly directs officers to continue investigating or supervising any cases related to the Coal Block Allocation under Supreme Court WP(C) No. 120 of 2012. Furthermore, any responsibilities tied to Court Monitored Committees or Special Investigation Teams (SIT) must be carried forward diligently by the officers, even after joining their new places of posting.
The directive was formally approved by the Director, Directorate of Enforcement, and executed by Aman Mor, Assistant Director (Estt.).
