PATNA — In a targeted mid-year administrative shake-up, the Bihar Government has issued fresh posting orders for six Indian Administrative Service (IAS) officers across vital state departments and field jurisdictions.
The latest directive restructures key secretariats—including Housing, Treasury, and Agriculture—while introducing strategic changes to sub-divisional administrations. Concurrently, a previous transfer order for a central service officer has been officially revoked.
Major Departmental Reallocations
The reshuffle shifts several experienced mid-level bureaucrats into key operational desks at the state capital:

Sanjay Kumar (IAS:2014): Moves from his tenure as Officer on Special Duty (OSD) at the State Election Commission to assume charge as Additional Secretary, Town Administration and Housing.

Mukesh Kumar (IAS:2014): Vacates his role as Competent Authority in Gaya to take over financial administration as Director, Treasury.

Akhilesh Kumar Singh (IAS:2015): Exits the Cabinet Secretariat in Patna to step in as Additional Secretary, Agriculture.

Manoj Kumar Rajak (IAS:2015): Relieved of his joint responsibilities in Youth & Sports and Town Administration to focus entirely as Additional Secretary, Employment and Skill Development.
Field Changes and Directorate Postings
The state has also adjusted the postings of junior IAS batches to enhance grassroots development and field oversight:

Sarah Ashraf (IAS:2021): Completes her tenure as Deputy Development Commissioner (DDC)-cum-CEO, Zila Parishad in Supaul, moving into a specialized sector as Director, Food Processing.

Tushar Kumar (IAS:2023): Transferred in his capacity as Sub-Divisional Officer (SDO), moving his base from Muzaffarpur to Purnia.
Administrative Order Revoked
In addition to the fresh movements, the General Administration Department has maintained continuity in the state’s housing division by freezing a prior order:
Retention of Post: The previously announced transfer of Manoj Kumar (IOFS:2017), currently serving as Additional Secretary, Housing, has been officially cancelled. He will continue to discharge his duties in his existing assignment.
