NEW DELHI — The Institute of Legislative Drafting and Research (ILDR), under the Legislative Department of the Ministry of Law and Justice, has inaugurated its 36th Basic Course in Legislative Drafting at Kartavya Bhavan-02, New Delhi.
Running from July 22, 2026, to September 25, 2026, the two-month capacity-building program aims to train state and Union Territory (UT) officers to establish precision, clarity, and national uniformity in legislative drafting.
The inaugural session was led by Dr. Rajiv Mani, Secretary (Legislative Department & Department of Legal Affairs), alongside Dr. Manoj Kumar, Additional Secretary and Course Director (ILDR).
Program Vision & Institutional Impact
The initiative focuses on standardizing law-making practices across state administrations and central authorities:

Trainee Demographics: The current batch brings together 18 trainee officers representing 13 State Governments and one Union Territory.

Curriculum Framework: The course combines theoretical principles of statutory drafting with practical exercises in framing legislative instruments, ordinances, and executive rules.

Core Governance Objective: Addressing the session, Dr. Rajiv Mani stressed that uniform legislative drafting across states is critical for removing legal ambiguity, ensuring statutory consistency, and supporting grassroots policy reforms.
