In a statement delivered to the Rajya Sabha today, Minister of State for Women and Child Development Smt. Savitri Thakur outlined key digital and operational enhancements under the centrally sponsored Mission Vatsalya scheme, designed to streamline child protection services across India.
The Ministry has operationalized a unified, integrated Mission Vatsalya Portal developed in collaboration with State and UT administrations. The platform consolidates several critical tracking, monitoring, and emergency response mechanisms to ensure real-time oversight and inter-agency coordination for children in distress.
Core Digital Integrations & Portal Architecture

Unified Missing Child Tracking: Integrates the TrackChild portal (for missing/found children) and the citizen-driven Khoya-Paya application directly into the unified Mission Vatsalya framework.

Interoperability with Law Enforcement: Linked with the Ministry of Home Affairs’ Crime and Criminal Tracking & Network Systems (CCTNS) to cross-match missing children FIRs against portal databases dynamically.

National Emergency Helpline (#1098): The 24×7 Child Helpline service is now integrated with the Emergency Response Support System (ERSS-112) and Women Helpline (181), supported by dedicated WCD Control Rooms across all 36 States and UTs.

Regulatory & Rehabilitation Apps: Integrates NCPCR tools—including the GHAR (Go Home and Re-Unite) portal, the MASI app for real-time inspection of Child Care Institutions (CCIs), and the CiSS application under Baal Swaraj for street children.
