BHOPAL — Union Home Minister and Minister of Cooperation Amit Shah inaugurated a series of dairy infrastructure projects worth over ₹290 crore and opened a state-level exhibition on the New Criminal Laws at the Gaupalak Sammelan in Bhopal on Saturday.

Speaking alongside Madhya Pradesh Chief Minister Dr. Mohan Yadav, Shah outlined central plans under the White Revolution 2.0 framework to expand the cooperative dairy network, drive genetic breed improvements, and introduce tech-enabled dung-processing business models.

Key Dairy Infrastructure Projects & MoU Announcements

    • Ujjain Milk Processing Plant: Digitally laid the foundation stone for a 3 lakh liters per day capacity processing plant, being set up at an investment of ₹255 crore.

    • Bhopal Product Dairy Plant: Inaugurated a newly constructed 40,000 liters per day facility valued at ₹16.5 crore.

    • State-Level Central Laboratory: Unveiled a state-of-the-art testing facility in Bhopal built at a cost of ₹12.42 crore.

    • Shivpuri Mini Dairy Plant: Commissioned facility strengthening and expansion works executed at ₹6.5 crore.

    • Breed Improvement Allocation: Secured in-principle approval from the Madhya Pradesh government for 50 acres of land dedicated to cattle and buffalo breed improvement, leveraging sex-sorted semen and modern artificial insemination technologies.

    • Morvan Urban Forest MoU: Exchanged a Memorandum of Understanding between KRIBHCO and the Madhya Pradesh State Biodiversity Board to construct an urban forest in Bhopal.

National & State Dairy Performance Metrics

    • Production Capacity Surge: National milk production rose from 14.06 crore tonnes in 2014–15 to 24.80 crore tonnes, establishing India as the world’s top producer.

    • Per Capita Availability: Increased by 58%, rising from 307 grams per day to 485 grams per day.

    • Dairy Exports: Reached approximately ₹4,666 crore, supplying key markets including the UAE, the US, Saudi Arabia, Bangladesh, and Bhutan.

    • Madhya Pradesh Expansion Target: The state government aims to scale daily cooperative milk procurement from 12 lakh kg to 52 lakh kg.

    • White Revolution 2.0 Targets: Envisages establishing 75,000 new cooperative dairies and strengthening 46,000 existing dairies nationwide.

Key Remarks on Criminal Justice Reform & Rural Economy

Delivering the keynote address, Union Minister Amit Shah highlighted the administration’s dual strategy regarding governance and rural welfare:

“The fundamental objective of the new criminal laws is not to protect the government but to safeguard the dignity, property, and physical security of the citizens of India… Their core principle is ‘justice’, not ‘punishment’.”

Addressing the cooperative sector’s impact on livestock rearers, Shah noted:

“Joining the cooperative system enables livestock rearers to receive remunerative prices for milk along with benefits from processing and value addition… Dairy cooperatives serve as a vital vehicle for women’s empowerment and rural economic growth.”
