    Ministry of Finance Orders Major Shifting of Top Customs and GST Brass

    NEW DELHI — In a significant administrative overhaul, the Department of Revenue has issued Office Order No. 49/2026, directing the immediate transfer and posting of 33 senior officers. The order, signed on April 9, 2026, impacts top-tier leadership across the Central Board of Indirect Taxes & Customs (CBIC), including Principal Chief Commissioners and Directors General.

    Strategic Leadership Changes

    The reshuffle includes several high-profile appointments aimed at strengthening regional oversight and specialized directorates:

    • Valte Vungzamuan has been posted as the Principal Chief Commissioner (PCC) of Delhi Customs (Prev.), moving from DGHRD.

    • Prachi Saroop will now lead Mumbai GST & CX as its PCC.

    • Rimjhim Prasad has been appointed as the PCC of Delhi GST & CX.

    • S. Thirunavukkarasu takes over as Pr. DGGI Delhi, transitioning from his role in Mumbai.

    • Ganesh Dutt Lohani has been promoted to Pr. DGRI, Delhi.

    Promotions and New Postings

    A substantial portion of the order focuses on officers receiving in-situ postings following their promotions:

    • Mayank Kumar, Madan Mohan Singh, and Shrawan Kumar have all been promoted to the grade of PCC in-situ at their respective zones in Mumbai, Chennai, and Kolkata.

    • M. Subramanyam has been promoted and posted to the NACIN in Palasamudram.

    • Nitish Kumar Sinha will lead the Meerut GST & CX zone following his promotion.


    Deadlines and Election Protocols

    The government has mandated that all mentioned officers must join their new posts by April 22, 2026. To ensure a smooth transition, the Board has stated that no representations will be considered until the officers have assumed their new duties.

    Election Sensitivity: For officers currently involved in the Assembly Elections for Tamil Nadu, West Bengal, Kerala, Assam, or Puducherry, the order stipulates that they will only be relieved after the election process is complete. The Ministry further emphasized that all movements must strictly comply with the Model Code of Conduct (MCC).

    A final compliance report regarding these movements is due to the Board by April 27, 2026.
