PATNA – In a decisive move to recalibrate the state’s executive machinery, the Bihar government late Sunday night announced a wide-ranging reshuffle of its top bureaucracy. The General Administration Department issued a series of notifications on May 10, 2026, transferring and reassigning a dozen high-ranking IAS officers to pivotal roles within the health, finance, and social sectors.
Leading the senior-level changes, Shri H.R. Srinivasa (IAS 1996) has been transitioned from his role in Backward Classes Welfare to become the new Additional Chief Secretary of the Social Welfare Department. This shift coincides with Shri Anand Kishore (IAS 1996) being relieved of his additional charge in the Finance Department, though he continues to lead the Bihar School Examination Board. Additionally, Shri Santosh Kumar Mall (IAS 1997) has been moved from Water Resources to serve as the Principal Secretary of the Disaster Management Department, taking on a critical portfolio for state safety.
The health and energy sectors also saw fresh appointments aimed at boosting departmental efficiency. Shri Kumar Ravi (IAS 2005) has been named the new Secretary of the Health Department, a high-priority post, while Shri Ajay Yadav (IAS 2005) takes over the Energy Department along with the chairmanship of the Bihar State Power Holding Company Limited. In the realm of state finances, Shri Sanjay Kumar Singh (IAS 2007) has been handed full charge of the Finance Department, a move viewed as a strategy to centralize fiscal oversight within the Chief Minister’s Secretariat.
Other notable assignments include Shri Lokesh Kumar Singh (IAS 2003) taking charge of the Tourism Department and Shri Pranav Kumar (IAS 2008) heading the Building Construction Department. To streamline industrial growth, Shri Kundan Kumar (IAS 2004) was relieved of his external duties in New Delhi and Mumbai to focus exclusively on his role as Secretary of Industries. These appointments, effective immediately, represent a significant effort by the current administration to align seasoned administrative talent with the state’s 2026 development agenda.
