    AHMEDABAD: In a major push to transform regional agricultural supply chains and spur job creation, Union Minister for Food Processing Industries Shri Chirag Paswan inaugurated the SAPLING Dialogue 2026 in Ahmedabad, Gujarat.

    The high-level regional policy dialogue, titled “Unlocking Value: Advancing Food Processing for Employment Generation and Sustainable Growth in South Asia,” is a collaborative summit co-hosted by the Ministry of Food Processing Industries (MoFPI) and the World Bank Group. Running from June 9th to 10th, 2026, the convention brings together around 200 international policymakers, enterprise leaders, and agritech innovators to anchor a resilient, nutrition-focused food ecosystem across South Asian corridors.

    SAPLING 2026 Summit Overview

    • Strategic Metric: India’s overall food processing levels jumped from 10% in 2016 to nearly 17% in 2023.

    • Regional Economy: Re-engineering South Asia’s $700 billion agriculture sector, which currently faces over 30% post-harvest losses.

    • Infrastructure Pitch: Gujarat advocates for a dedicated NIFTEM (National Institute of Food Technology Entrepreneurship and Management) campus.

    Bridging Agriculture and Prosperity

    Delivering the inaugural address, Union Minister Chirag Paswan emphasized that the food processing sector serves as the definitive economic bridge between raw farming and industrialized prosperity. Highlighting India’s rapidly growing footprint as a global manufacturing hub, Paswan noted that policy incentives and aggressive multi-modal infrastructure expansions are steadily building globally competitive value chains.

    “Food processing has an immense, untapped potential to generate millions of rural jobs, substantially reduce post-harvest waste, double farmer incomes, and fortify national food security,” Minister Paswan stated, calling for a swift transition toward advanced technology adoption and cross-border South Asian partnerships.

    The 17% Leap: National Processing Assessment Released

    A central milestone of the opening session was the official launch of the landmark report, “Assessment of the Level of Food Processing in India.” Commissioned directly by MoFPI, the comprehensive data reveal a massive structural shift:

    • Processing Incline: India’s overall macro food processing levels scaled from 10% in 2016 to nearly 17% in 2023.

    • Perishable Target: The study identifies substantial, high-yield commercial margins remaining in perishable verticals such as dairy, horticulture, and green vegetables.

    • Policy Directive: It prescribes strict guidelines for cold-chain mobilization and regulatory support to capture global export markets.

    According to concurrent data presented by the World Bank Group, South Asia’s massive agricultural market employs 43% of the regional workforce but contributes only 16% to its aggregate GDP—heavily bottlenecked by a devastating 30% annual food waste cycle. Transforming the system “beyond the farm gates” is projected to unlock billions in private corporate investment.

    Gujarat Formulates Agro-Industrial Expansion

    Sharing the stage, Gujarat Agriculture Minister Shri Jitubhai Vaghani positioned the host state as a primary engine for agro-industrial execution. To effectively bridge the gap between agrarian fields and industrial scaling, Vaghani strongly advocated for the establishment of a dedicated NIFTEM campus in Gujarat, promising extensive state support for talent incubation and entrepreneurial tech-transfers.

    The opening plenary also featured strategic insights from Mr. Paul Procee (Acting Country Director, World Bank), Ms. Archna Vyas (Country Director, Gates Foundation), and Shri Avinash Joshi (Secretary, MoFPI). Over the two-day summit, corporate leaders from global giants including Nestlé, Bayer, Rabobank, Ajinomoto, and ITC will engage across dedicated panels focusing on cold-chain tracking, digital traceability, formalizing small-scale MSME processors, and mobilizing investment capital.
