    Ministry of Coal to Release ‘AAROH’ & Sign India-Germany Agreement in New Delhi

    NEW DELHI — In a major step toward sustainable mining practices, the Ministry of Coal is set to release ‘AAROH – Annual Report on Mine Closure’ on July 22, 2026.

    The publication highlights a landmark achievement in India’s energy transition: for the first time since independence, 42 coal mines have been scientifically closed and reclaimed in accordance with approved closure protocols.

    Union Minister of Coal and Mines Shri G. Kishan Reddy will grace the event as Chief Guest, joined by Environment Minister Shri Bhupender Yadav and MoS PMO Dr. Jitendra Singh as Special Guests.

    🏛️ Core Initiatives & Strategic Frameworks

    The event will witness key international agreements, community welfare launches, and institutional partnerships designed to repurpose post-mining land:

    • India-Germany Technical Collaboration: The Ministry will sign an Implementation Agreement with Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) to enhance technical cooperation, knowledge transfer, and international best practices for coal mines scheduled for closure.

    • Inauguration of ‘Coal NEER’ Plants: Coal India Limited (CIL) will officially launch Coal NEER plants across its subsidiaries to provide clean drinking water to surrounding coal-bearing communities.

    • Skill Development in Jharia: Tripartite MoUs will be signed between Bharat Coking Coal Limited (BCCL), JRDA, and private sector partners (Hindalco Industries and Rajdhani Universal Fabrics) to set up vocational training hubs under the Revised Jharia Master Plan.

    • Structured Scientific Closure: The report highlights the deployment of state frameworks—such as the RECLAIM framework for community participation, L.I.V.E.S. for sustainable repurposing, and SUVIKALP (a digital decision-support tool)—to transition former mining zones into ecologically restored and economically viable land assets.
