    Ministry of Women and Child Development Integrates TrackChild and Khoya-Paya into Unified Mission Vatsalya Portal

    NEW DELHI — The Ministry of Women and Child Development (MWCD) has developed an integrated, unified Mission Vatsalya Portal to streamline child protection, real-time tracking, and rehabilitation efforts across India.

    The update was presented by Minister of State for Women and Child Development Smt. Savitri Thakur in a written reply to a question in the Rajya Sabha.

    Technical Integration & Stakeholder Interoperability

    The central platform consolidates multiple digital initiatives to enhance child tracking, rehabilitation, and law enforcement coordination:

    • Unified Digital Platform: The existing TrackChild portal (for missing/found children) and the Khoya-Paya application (for citizen reporting of missing/sighted children) have been fully merged into the unified Mission Vatsalya Portal.

    • Interoperability with CCTNS: The portal is directly integrated with the Crime and Criminal Tracking & Network Systems (CCTNS) under the Ministry of Home Affairs. This enables automatic cross-referencing between missing children police FIRs and the Mission Vatsalya database.

    • GHAR Portal Integration: The Go Home and Re-Unite (GHAR) portal has also been integrated into the platform to facilitate digital case management, tracking, and family repatriation.

    • Citizen Participation: Through the Khoya-Paya module, members of the public can directly report missing or sighted children to assist state authorities in real-time response.

    Inter-Agency Framework & State-Level Implementation

    To ensure seamless field execution across states and union territories, a multi-agency administrative setup has been operationalized:

    • Designated Nodal Officers: All States and UT Administrations have appointed dedicated state-level and district-level Nodal Officers for missing children, whose contact details are mapped on the portal.

    • Multi-Stakeholder Coordination: Implementation involves key institutional partners, including the Ministry of Home Affairs, Ministry of Railways, Child Welfare Committees (CWCs), Juvenile Justice Boards (JJBs), and the National Legal Services Authority (NALSA).

    • Standard Operating Procedures: The Ministry has issued comprehensive guidelines, SOPs, and advisories to State Directors General of Police (DGPs) and local authorities to mandate timely, real-time data entries and strict monitoring.
