    NEW DELHI — In a major move to fortify India’s borders against global health hazards, the Ministry of Civil Aviation, in partnership with Delhi International Airport Limited (DIAL), has officially launched AIR SUVIDHA 2.0.

    The upgraded, completely contactless Passenger Health Self-Declaration Portal has been deployed to enforce strict public health surveillance at all Points of Entry (PoEs) across India. This digital defense mechanism is a direct response to the escalating Ebola virus outbreak in Central Africa, which was designated a Public Health Emergency of International Concern (PHEIC) by the World Health Organization (WHO) on May 17, 2026.

    The Global Catalyst: Containing the Bundibugyo Strain

    The activation of the upgraded portal follows critical epidemiological updates from global health bodies detailing a highly transmissible strain of the virus:

    • The Outbreak Profile: The current crisis has been clinically confirmed as the Bundibugyo virus disease (BVD), centered heavily in the Democratic Republic of the Congo (DRC) and Uganda.

    • High-Risk Zones: The WHO has placed all nations bordering the outbreak epicenters—including South Sudan—on high-risk transmission alerts, triggering immediate monitoring protocols for international travelers arriving in India from or via these transit hubs.

    Key Operational Features of AIR SUVIDHA 2.0

    Developed in close technical coordination with the Directorate General of Health Services (DGHS) and the Ministry of Health & Family Welfare, the portal eliminates physical paperwork while creating a foolproof tracking database:

    • Mandatory Declaration: All arriving international passengers must submit an online Health Self-Declaration Form (SDF) covering a meticulous 21-day travel history, potential exposure risks, and active symptomatic statuses.

    • Real-Time Data Integration: The portal bypasses administrative delays by instantly streaming passenger data to critical front-line agencies, including Airport Health Officers (APHO), the Bureau of Immigration, the Integrated Disease Surveillance Programme (IDSP), and State Surveillance Officers.

    • Seamless On-Arrival Clearance: Travelers can complete the form up to 24 hours in advance, ideally during web check-in or prior to flight boarding. On landing, passengers only need to present the downloaded digital or printed SDF at the International Travel Health Desk or Immigration counter.

    Core Transit Compliance Guidelines

    Mandatory Action for International Arrivals:

    • Portal Link: All inbound international travelers must access the portal at airsuvidha.civilaviation.gov.in.

    • Timing: Forms must be filled accurately prior to immigration clearance, with authorities strongly advising completion before boarding inbound flights to prevent airport processing bottlenecks.

    • Objective: The twin goals of the platform are to ensure instant quarantine routing for at-risk travelers while preserving a frictionless, paperless transit experience for safe flyers.
