    Department of Consumer Affairs Invites Applications for Government Approved Test Centres

    New Delhi | August 4, 2026

    In a major push to strengthen India’s legal metrology infrastructure and streamline compliance, the Department of Consumer Affairs (under the Ministry of Consumer Affairs, Food & Public Distribution) has invited online applications for recognition as Government Approved Test Centres (GATCs) under the Legal Metrology (GATC) Rules, 2013.

    The application window will open from August 17 to August 31, 2026, via the official digital portal (emaap.gov.in/gatc). To date, 51 GATCs have been recognized across the country.

    Core Objectives & Strategic Vision

    • Expand Verification Infrastructure: Augmenting state capacity by onboarding technically competent private laboratories, technical institutions, ITIs, polytechnics, and engineering colleges.

    • Reduce Turnaround Time: Decentralizing verification and re-verification services to enable faster compliance for businesses, industries, and retailers.

    • Strengthen Market Surveillance: Allowing State Legal Metrology Officers to focus more heavily on enforcement, field inspections, and consumer grievance redressal while accredited GATCs handle routine testing.

    • Global Alignment: Supporting India’s posture as an OIML (International Organization of Legal Metrology) Certification Authority by building internationally aligned quality testing infrastructure.

    Expanded Scope: 23 Recognized Instrument Categories

    Following recent statutory amendments, accredited GATCs are authorized to verify and re-verify 23 distinct categories of measuring and weighing devices across healthcare, energy, transportation, retail, and manufacturing sectors:

    • Energy & Fuel Dispensers: Petrol, Diesel, CNG, LPG, LNG, and Hydrogen dispensers; Energy meters; Gas meters.

    • Healthcare & Diagnostics: Clinical thermometers, Sphygmomanometers (blood pressure monitors).

    • Industrial & Retail Weighing: Load cells, Automatic rail weighbridges, Non-automatic weighing instruments (Class III up to 150 kg & Class IIII), Beam scales, Counter machines, Weights (all categories).

    • Transport, Safety & Utility: Vehicle speed meters, Breath analysers, Water meters, Moisture meters, Tape measures, Multi-dimensional measuring instruments, Flow meters.

    Eligibility Criteria & Application Process

    Applicants must possess testing equipment traceable to national standards, qualified technical personnel with legal metrology expertise, and compliant facility infrastructure. The entire process—application, fee payment, tracking, and communication—will be managed digitally through the e-Maap portal.
