PATNA — The Bihar state government has issued a fresh round of transfer orders, reshuffling several senior Indian Administrative Service (IAS) officers to bolster key departments and local administration.
The notification, released by the General Administration Department, outlines critical changes in the state’s executive hierarchy, ranging from Raj Bhavan oversight to district-level leadership.
Strategic Shifts in the Secretariat
The leadership of the Minority Welfare Department sees a major change with the appointment of Robert L. Chongthu as Principal Secretary. His role will be central to coordinating social welfare initiatives and departmental policy.
Simultaneously, the state has reinforced the administrative bridge between the government and the Governor’s office. Gopal Meena has been moved into the role of Secretary to the Governor, a position vital for the smooth functioning of Raj Bhavan’s affairs.
Furthermore, Mohd Sohel has been entrusted with the responsibilities of Secretary, General Administration, placing him at the heart of the state’s personnel and bureaucratic management.
New Leadership for Lakhisarai
The administrative overhaul also touched the district level, focusing on local governance and field operations:

Shailendra Kumar has been named the District Collector of Lakhisarai.
