    Ministry of Education Outlines Strategy to Reintegrate 2 Crore Out-of-School Children

    NEW DELHI: In a major push toward educational inclusion, the Department of School Education & Literacy (DoSEL), Ministry of Education, convened a high-level review meeting to finalize a grassroots strategy for mainstreaming out-of-school children, particularly within the critical 14–18 age cohort.

    Chaired by Shri Sanjay Kumar, Secretary, DoSEL, the meeting brought together senior officials from the National Institute of Open Schooling (NIOS), state education departments, and District Magistrates to iron out a data-driven blueprint leveraging Open and Distance Learning (ODL) networks.


    The Scale of the Challenge

    Data presented during the high-level meeting underscored a stark retention gap in India’s primary-to-secondary pipeline:

    • The Drop-Out Funnel: Out of every 100 children who enroll in Class I, only 62 successfully reach Class XII.

    • Massive Disconnection: Latest Periodic Labour Force Survey (PLFS) estimates reveal that over two crore children aged 14 to 18 are currently outside the formal school system.

    • Socio-Economic Triggers: Executive tracking identified economic compulsions, domestic responsibilities, and early livelihood-related challenges as the primary drivers of student attrition.


    Multi-Agency Strategy & Operational Framework

    The Ministry of Education, in tandem with NIOS, is shifting to a “mission mode” approach to provide flexible learning pathways integrated with employable skills tailored to local economic markets.

    • Data-Driven Catchment: Smt. Prachi Pandey, Joint Secretary, DoSEL, emphasized that the project will utilize app-based mapping systems for precise last-mile identification, enrollment, and retention tracking.

    • Preparatory Launchpads: Prior to the formal national launch, district administrations will oversee the deployment of NIOS Facilitators, distribute starter kits, and initiate preliminary field surveys.

    • Institutional Synergy: The program demands rigid convergence among state departments, local bodies, and district administrations, with District Collectors anchoring grassroots implementation.


    Phased Rollout & Pilot Clusters

    To test operational efficiencies, the initiative is being deployed across 10 pilot districts characterized by a high concentration of out-of-school youth before initiating a pan-India scale-up. The first-phase rollout spans across 9 specific states and territories:

    Target Pilot Regions
    • Odisha • Bihar • Karnataka
    • Maharashtra • Uttar Pradesh • Madhya Pradesh
    • Chhattisgarh • Gujarat • Delhi

    To cement operational accountabilities, formal Memoranda of Commitment (MoCs) will be executed between the central administration and the participating State Governments, ensuring uniform data sharing and streamlined deployment of fiscal incentives.
