NEW DELHI — In a major step toward reshaping India’s judicial and statutory architecture, the Department of Legal Affairs and the Legislative Department under the Ministry of Law and Justice will jointly organize the ‘Reforms Utsav & Chintan Shivir 2026’. The high-level brainstorming conclave is scheduled to take place on July 4–5, 2026, at Gyan Sarovar, Brahma Kumaris Headquarters in Mount Abu, Rajasthan.
The two-day apex convention will be presided over by Shri Arjun Ram Meghwal, Hon’ble Union Minister of State (Independent Charge) for Law and Justice, bringing together top legal luminaries, draftsmen, and senior administrative officers to chart out a future-ready roadmap aligned with the national vision of Viksit Bharat @2047.
Core Agenda & Brainstorming Vectors
The ‘Chintan Shivir’ is designed to review the Ministry’s structural achievements while evaluating deep institutional overhauls. The technical and administrative sessions will focus heavily on:
-
Digital Transformation & AI: Mainstreaming Artificial Intelligence, machine learning algorithms, and technology-enabled governance modules to automate legal documentation and expedite legislative workflows.
-
Alternative Dispute Resolution (ADR): Strengthening out-of-court settlement frameworks, mediation centers, and arbitration tribunals to clear pending litigation backlogs and enhance the ease of doing business.
-
Legislative Overhauls: Reviewing archaic statutes, refining legislative drafting methodologies, and executing robust legal governance mechanisms.
-
Administrative Excellence: Streamlining inter-departmental workflows, executing capacity-building programs for legal officers, and optimizing public service delivery across judicial touchpoints.
Expected Deliverables & Policy Outcomes
The Ministry intends to channel the collaborative inputs from the two-day session into actionable legislative and administrative policies, culminating in:
-
A comprehensive Vision Document for a modern, citizen-centric legal architecture.
-
Formalized reform proposals and blueprints targeting institutional improvements.
-
A phased digital transformation roadmap for courts and ministry secretariats.
-
Concrete short- and medium-term action points to be deployed immediately across both departments to secure a more transparent, efficient, and future-ready legal ecosystem.
