NEW DELHI — In a major regulatory step toward reducing automotive emissions and improving vehicular efficiency, the Union Ministry of Power has officially circulated the Draft Corporate Average Fuel Economy 2027 Norms (CAFE-III) for extensive stakeholder and public consultation.
The upcoming standard represents a pivotal framework designed to push the Indian automotive industry toward cleaner powertrain technologies and accelerate the adoption of hybrid and electric drivetrains over the next decade.
🚗 Target Segment and Implementation Timeline
The proposed regulatory update lays down strict targets for vehicle manufacturers and importers nationwide:
-
Applicability Scope: The CAFE-III norms will target M1 category passenger vehicles (motor vehicles with at least four wheels used for carrying passengers and comprising no more than eight seats in addition to the driver’s seat).
-
Regulatory Horizon: The draft guidelines are scheduled to be applicable for vehicles manufactured or imported for domestic sale in India starting from fiscal year 2027-28 through to 2031-32.
-
Public Feedback Window: The Ministry, in coordination with the Bureau of Energy Efficiency (BEE), has invited feedback from industry experts, environmental bodies, and the public. Submissions can be sent physically to the Energy Conservation division in New Delhi or via email to saket-upsc@gov.in until the closing deadline of August 6, 2026.
The Auto Sector Outlook: The introduction of CAFE-III standards marks a critical turning point for the Indian automobile sector. By raising the bar for corporate average fuel economy, the government is compelling original equipment manufacturers (OEMs) to aggressively decarbonize their portfolios. This regulatory push will likely accelerate the transition away from conventional internal combustion engines (ICE) and drive high-volume manufacturing of strong hybrids and battery electric vehicles (BEVs) to avoid heavy non-compliance penalties.
