    MoPNG Launches ‘Samudra Manthan’ Data Conference to Boost India’s Energy Aatmanirbharta

    NEW DELHI – The Ministry of Petroleum & Natural Gas (MoPNG) has convened a high-level conference on “Data Driven Exploration” under the aegis of the Samudra Manthan – National Offshore Mission. Chaired by the Secretary of MoPNG, the event focused on leveraging a robust data ecosystem to accelerate India’s exploration outcomes and unlock the country’s vast offshore potential.

    Union Minister for Petroleum and Natural Gas, Shri Hardeep Singh Puri, emphasized that India is transitioning from “blind exploration” to a strategy rooted in cutting-edge science and open collaboration.

    Transforming Discovery through Data

    In a statement shared on X, Minister Hardeep Singh Puri highlighted the shift toward a multi-client model, designed to allow global experts to interpret and innovate using Indian seismic data.

    “India is moving beyond blind exploration… turning uncertainty into opportunity and data into discovery to power India’s energy future and our quest towards energy Aatmanirbharta,” the Minister stated.

    Key Strategic Takeaways

    The conference saw participation from over 80 stakeholders, including global giants like ExxonMobil, Shell, and BP, alongside domestic leaders such as Reliance Industries and Adani Welspun. The industry reached a consensus on several critical enablers:

    • Data as the Primary Lever: High-quality seismic data is the foundational requirement for attracting investment, particularly in deepwater and frontier basins.

    • AI and Imaging: Significant value lies in reprocessing legacy datasets using Artificial Intelligence and advanced imaging technologies to re-evaluate basin prospectivity.

    • Multi-Client Seismic Models (MCM): These models were identified as essential for improving cost efficiency and broadening participation in upcoming licensing rounds.

    • Government Support: Policy clarity and the strengthening of the National Data Repository (NDR) are vital to building investor confidence.

    The Roadmap Ahead

    Based on the deliberations, the Directorate General of Hydrocarbons (DGH) and the Ministry proposed a four-point action plan:

    1. Prioritized Acquisition: Finalize a roadmap for seismic data acquisition in deepwater basins.

    2. Dataset Integration: Launch a structured program for reprocessing existing data to unlock immediate value.

    3. Commercial Frameworks: Define new models for data acquisition, including hybrid and multi-client options.

    4. Quality-Based Procurement: Adopt execution frameworks that prioritize high-quality data and timely delivery.

    The Samudra Manthan initiative represents a decisive move by the Ministry to reduce the risks associated with exploration and production (E&P), ensuring that India’s offshore resources contribute significantly to the national goal of energy self-reliance.
