PATNA — In a major administrative development, Bihar’s Director General of Police (DGP) Vinay Kumar has taken Voluntary Retirement from Service (VRS) and has been appointed as the state’s new Chief Information Commissioner (CIC).
The 1991-batch IPS officer applied for voluntary retirement on September 25, 2026, citing personal and health reasons. The Bihar Home Department accepted his request with immediate effect by relaxing the standard three-month notice period under rule 16(2) of the All India Services (Death-cum-Retirement Benefits) Rules, 1958.
