    PM Modi to Inaugurate India’s First Greenfield Integrated Refinery in Rajasthan Today

    BALOTRA – Prime Minister Shri Narendra Modi is scheduled to visit Rajasthan today, April 21, 2026, to dedicate a landmark energy project to the nation. At approximately 11:30 AM, the Prime Minister will officially inaugurate India’s first greenfield integrated Refinery-cum-Petrochemical Complex at Pachpadra, followed by a address to a public gathering.

    This mega-project, a joint venture between Hindustan Petroleum Corporation Limited (HPCL) and the Government of Rajasthan, represents a massive investment of over ₹79,450 crore.


    A New Era for India’s Energy Sector

    The 9 MMTPA (Million Metric Tonnes Per Annum) facility is a state-of-the-art complex designed to revolutionize the regional industrial landscape. Key highlights include:

    • Integrated Production: The complex merges refining with a petrochemical capacity of 2.4 MMTPA, aiming for self-sufficiency in chemical production.

    • Global Efficiency Standards: With a high Nelson Complexity Index of 17.0, the refinery aligns with the world’s most efficient and sustainable benchmarks.

    • High Yields: The facility boasts petrochemical yields exceeding 26%, far surpassing traditional refinery outputs.

    Economic and Regional Impact

    The Pachpadra refinery is set to act as an “anchor industry,” triggering a wave of economic growth across Rajasthan:

    • Industrial Hub: The complex will catalyze the development of a dedicated Petrochemical and Plastic Park, fostering numerous downstream and ancillary industries.

    • Employment Generation: Thousands of direct and indirect jobs are expected to be created, driving socio-economic upliftment in the region.

    • Energy Security: By enhancing refining capacity, the project significantly strengthens India’s domestic energy security and reduces reliance on imports.

    This inauguration marks a pivotal step toward the government’s vision of a self-reliant India in the high-tech energy and chemical sectors.
