NEW DELHI — Prime Minister Narendra Modi today paid a solemn tribute to the 26 individuals who lost their lives in the Pahalgam terror attack exactly one year ago. In a poignant message, the Prime Minister reaffirmed India’s unwavering stance against terrorism and expressed solidarity with the grieving families.
The attack, which took place on April 22, 2025, at the Baisaran meadow in South Kashmir, involved the targeted killing of 25 tourists and one local resident by Pakistan-backed militants.
A Message of Resolve
In a post shared on X (formerly Twitter), the Prime Minister emphasized that the nation has not forgotten the “gruesome” act of violence and remains united in its determination to defeat terror.
“Remembering the innocent lives lost… they will never be forgotten. As a nation, we stand united in grief and resolve. India will never bow to any form of terror. The heinous designs of terrorists will never succeed.”
Context: The Aftermath of April 22, 2025
The Pahalgam massacre was a watershed moment for India’s security policy, leading to significant military and diplomatic shifts over the past year:
-
Operation Sindoor: Following the attack, India launched a series of precision strikes on May 7, 2025, destroying several major terror launchpads and infrastructure across the border.
-
Operation Mahadev: The Indian Army conducted a grueling 93-day manhunt in the treacherous Himalayan terrain to neutralize the three primary perpetrators of the massacre.
-
Security Overhaul: In the year since, the Jammu and Kashmir administration has implemented a QR code-based tracking system for all tourism service providers to ensure visitor safety.
Remembering the Fallen
Of the 26 victims, 25 were tourists from across India—including several newlywed couples—and one was Syed Adil Hussain Shah, a local pony operator who died while heroically attempting to shield tourists from the gunmen.
As the country marks this first anniversary, security has been heightened across all major tourist hubs in the Kashmir Valley. The Prime Minister’s tribute serves as a stark reminder of the “Operation Sindoor” doctrine: that India will no longer distinguish between those who commit acts of terror and those who provide them sanctuary.
