    DoT’s Financial Fraud Risk Indicator (FRI) Prevents Over ₹5,000 Crore in Cyber Fraud Losses

    NEW DELHI — The Department of Telecommunications (DoT), operating under the Ministry of Communications, announced that its Financial Fraud Risk Indicator (FRI) framework has prevented more than ₹5,000 Crore in suspected cyber fraud losses within 15 months of its deployment on May 22, 2025.

    Engineered under DoT’s Digital Intelligence Platform (DIP), the system delivers real-time telecom risk intelligence to financial institutions, transitioning digital fraud management from post-incident asset recovery to preemptive, source-level transaction intervention.

    Anti-Fraud Framework & Operational Performance Matrix

    • Framework & Launch Date: Financial Fraud Risk Indicator (FRI), deployed May 22, 2025, under the Digital Intelligence Platform (DIP).

    • Cumulative Savings Impact:

      • First 6 Months (Nov 2025): ₹660 Crore saved.

      • August 2025 Benchmark: ₹139.16 Crore saved.

      • August 2026 Milestone: ₹5,043.73 Crore in cumulative fraud prevented.

      • Recent Growth Trajectory: Over ₹2,000 Crore in fraudulent attempts blocked between April 2026 and August 2026 alone (~8-fold scaling).

    • Technical Methodology & Intelligence Model:

      • Categorizes mobile numbers into three risk tiers (Medium, High, Very High) based on predictive machine-learning analytics.

      • Synthesizes cross-agency inputs from the Sanchar Saathi platform (Chakshu module), the Indian Cybercrime Coordination Centre’s National Cybercrime Reporting Portal (NCRP), telecom service providers (TSPs), and banking entities.

    • Inter-Agency Expansion & Capacity Building:

      • Platform Integration: 1,600+ organizations onboarded onto the Digital Intelligence Platform (DIP).

      • Inter-Sectoral Scope: Embedded into customer onboarding, transaction monitoring, and fraud prevention workflows across banking (RBI, NPCI/UPI), securities (SEBI trading/demat accounts), insurance, and pension sectors.

      • Institutional Training: Conducted 25+ specialized technical sessions for over 1,500 financial institutions, regulators, and fintech operators.

    • Operational Efficiency Gains: Machine-to-machine API validation runs within fractions of a second at payment initiation, eliminating administrative costs associated with formal FIR registrations, police investigations, bank account freezes, and judicial recovery processes.
