    Navratna CPSE RITES Commands Highest Credit Ratings for ₹3,555 Crore Bank Lines

    NEW DELHI — Transport infrastructure consultancy RITES Limited has achieved the highest possible credit credit-worthiness assessment from CARE Ratings Limited for its ₹3,555 crore non-fund based bank facilities.

    The rating agency assigned its flagship CARE AAA (Stable) rating to the long-term facilities alongside a CARE A1+ rating for short-term exposures. The top-tier grading underscores the public sector enterprise’s exceptionally strong liquidity profile and low default risk.

    Core Rating Anchors

    Sovereign Integration & Sectoral Dominance

    Operating as a Navratna Central Public Sector Enterprise (CPSE) under the Ministry of Railways, RITES retains deep operational and structural linkages with the Union Government.

    • The Government of India holds a defining 72.20% majority equity stake in the firm.

    • RITES serves as the primary technical consultancy arm for India’s massive railway expansion and modernization programs.

    Order Pipeline & Competitive Edge

    CARE highlighted a diversified order book valued at ₹9,416 crore, which translates to roughly 3.9 times its FY26 operating income. This pipeline offers highly predictable revenue streams over the medium term. Notably, 62% of the total order book was captured via competitive market bidding, proving the consultancy’s ability to win projects outside of government mandates.

    Fiscal Highlights (FY26)

    The company continues to run a conservative, virtually debt-free balance sheet characterized by strong cash generation:

    • Operating Income: ₹2,428.66 crore

    • Profit After Tax (PAT): ₹454.44 crore

    • Operating Margin: A robust 23.48%

    • Liquid Reserves: Free cash and bank balances totaling ₹897 crore as of March 31, 2026.

    Operational Headwinds

    Despite the stable outlook, the rating agency flagged specific operational traits common to major infrastructure managers:

    • Elongated Receivable Cycle: Operations remain highly working-capital intensive, with an average collection period of 125 days.

    • Execution Risks: Earnings remain subject to industry-wide macro risks, including third-party project delivery delays and competitive pricing pressures during contract tenders.
