    NEW DELHI — The Department of Food & Public Distribution (DFPD) and the Food Corporation of India (FCI) signed a Memorandum of Understanding (MoU) for Financial Year 2026–27 in New Delhi. The agreement establishes a measurable, outcome-oriented performance framework designed to enhance operational efficiency, optimize food subsidy utilization, and accelerate digital transformation across India’s public food distribution ecosystem.

    Performance Framework & Operational Reform Matrix

    • Signatory Entities: Department of Food & Public Distribution (DFPD) and Food Corporation of India (FCI).

    • Target Fiscal Year: FY 2026–27.

    • Core Operational Mandate: Reduce storage and transit losses, optimize warehouse capacity utilization, streamline supply chain logistics, and reinforce quality control protocols across national foodgrain stocks.

    • Depot Infrastructure Evaluation: Links operational targets directly to ground performance via the Depot Darpan Portal, establishing standardized, outcome-based benchmarks for depot-level infrastructure and inventory management.

    • Digital Transformation & Technology Adoption: Mandates greater digitisation of end-to-end operational workflows and modern IT solutions to track foodgrain procurement, storage, and nationwide distribution in real time.

    • Human Capital Development: Incorporates structured capacity-building and skill-upgrading programs for FCI personnel to transition toward modern, tech-driven supply chain management systems.

    • Fiscal & Accountability Focus: Focuses on maximizing the efficiency of public food subsidy funds through transparent, measurable operational metrics, safeguarding national food security architecture.
