NEW DELHI — The Union Ministry of Health and Family Welfare has issued Draft Gazette Notification G.S.R. 791 (E) proposing key amendments to the Drugs Rules, 1945, aimed at tightening regulatory control over high-risk pharmaceutical sales.
The proposed policy framework mandates the installation of CCTV surveillance systems across retail medical establishments to prevent unauthorized access and unprescribed distribution of Schedule H, H1, and X drugs.

Mandatory CCTV Surveillance: Retail pharmacies will be required to maintain active CCTV monitoring to bring transparency, accountability, and traceable oversight to the retail distribution of habit-forming and controlled drugs.

Statutory Vetting: The proposal was deliberated by the Drugs Consultative Committee (DCC) and subsequently received formal clearance from the Drugs Technical Advisory Board (DTAB).
