In a written submission to the Lok Sabha, Minister of State (Independent Charge) for Law and Justice and Minister of State for Parliamentary Affairs, Shri Arjun Ram Meghwal, detailed the execution framework of the Youth Parliament Programme, designed to deepen democratic values and parliamentary literacy across the country.
The Ministry implements the initiative through a structured three-tier architecture combining institutional competitions, a digital participation portal, and financial assistance for state-level legislatures.
Core Pillars of the Youth Parliament Framework

Competition-Based Track: Conducted across target institutional clusters, including Kendriya Vidyalayas, Jawahar Navodaya Vidyalayas (JNVs), Eklavya Model Residential Schools (EMRS), NCT of Delhi/NDMC schools, and universities nationwide.

Participation-Based Track (NYPS Portal): Operates via the National Youth Parliament Scheme (NYPS 2.0) web portal to enable voluntary citizen and institutional participation. The digital platform has registered nearly 1.7 lakh participants to date through virtual sittings and online quizzes.

State/UT Financial Assistance: Reimburses expenditure incurred by States and Union Territories for hosting local Youth Parliament competitions, with annual funding caps ranging from ₹2 lakh to ₹5 lakh based on legislative size.
Educator Orientation Conducted (FY 2025–26)
To ensure operational accuracy during mock sittings, the Ministry conducts mandatory orientation sessions for school heads and coordinators prior to competitions:
