NEW DELHI — In a major step toward strengthening rural governance, the Ministry of Panchayati Raj is hosting a high-level National Workshop of State Panchayati Raj Ministers in New Delhi on July 3, 2026.
The workshop will be chaired by Shri Rajiv Ranjan Singh (alias Lalan Singh), Union Minister of Panchayati Raj, Fisheries, Animal Husbandry and Dairying, alongside Prof. S. P. Singh Baghel, Union Minister of State for Panchayati Raj. The convention will bring together state-level Panchayati Raj Ministers and senior bureaucratic officials from across the country.
The ₹4.35 Lakh Crore Devolution Blueprint
The primary focus of the national workshop is to align state mechanisms with the freshly minted recommendations of the Sixteenth Finance Commission (16th FC) for the five-year award period spanning 2026–2031:

Historic Allocation: The 16th Finance Commission has recommended a total devolution of ₹4.35 lakh crore directly to Panchayati Raj Institutions (PRIs) to fuel rural transformation.

Operational Guidelines: Deliberations will center on the strict implementation of the Rural Local Body (RLB) Grants guidelines officially issued by the Department of Expenditure under the Ministry of Finance.
Core Agenda & Governance Node
The baseline objective of the summit is to ensure seamless fund flow and eliminate bureaucratic bottlenecks at the grassroots level. Key areas of focus include:

Compliance & Release Protocols: Streamlining the complex grant release procedures, meeting mandatory compliance requirements, and ensuring institutional preparedness across states.

Timely Utilization: Establishing robust monitoring mechanisms to verify that funds are utilized effectively and transparently by rural local bodies.

Own Source Revenue (OSR): Placing special strategic emphasis on boosting the financial self-sustainability of Panchayats by training and empowering them to mobilize their own source revenue.
